Navigating Saudi Arabia as a non-Saudi resident is made easier with the right guidance on driving. Expats, whether relocating for work, visiting for leisure, or exploring business, are permitted to drive in the Kingdom. However, understanding local driving regulations is essential.

Non-Saudi residents can drive with a foreign driving license for up to one year, provided they meet legal requirements. After this period, a Saudi driving license is mandatory.

Local Customs and Regulations

Here are some key rules to keep in mind:

  • Legal driving age: 18 years.
  • Women drivers: As of 2018, women are legally allowed to drive in Saudi Arabia.
  • License validity: Foreigners from approved countries (such as the GCC, EU, US, Canada, Australia, and New Zealand) can use their international driving licenses for up to one year.
  • Local license requirement: After one year, you must obtain a Saudi driving license to continue driving legally.

Obtaining a Saudi Driving License

If you’re staying in Saudi Arabia for more than a year or don’t hold a driving license from an approved country, you will need to apply for a Saudi driving license. The process is straightforward and involves several key steps:

Absher Platform Registration The first step is to register on the Absher Platform, the Kingdom’s online government portal. Once registered, navigate to the “Driving License” section and select “Issuing a Driver’s License” to begin the process.

Booking an Appointment After registration, book an appointment for the theoretical driving test at an approved driving school. This test covers essential road safety rules, traffic laws, and driving etiquette in Saudi Arabia.Note: If you hold a valid international or foreign driving license from an approved country, you might be exempt from this theoretical test, depending on current regulations.

Application Submission Complete the required forms and submit your documentation online via the Absher Platform. You will receive confirmation via SMS or email regarding the date and details of your driving test.Required documents include:

Your original residence permit (Iqama).

A medical examination report from an approved center.

Four passport-sized photos (4×6 cm).

Your foreign driving license (if applicable) and its translated copy in Arabic.

An identification document from your employer (sponsor).

Training and Examination For some, a practical driving test is required. Visit the designated Traffic Office or driving school to complete both the practical and theoretical tests.

Medical Examination A health check from a certified Efada-approved medical center is mandatory. This ensures that drivers are fit and healthy enough to operate a vehicle.

License Collection Once you have passed all tests and fulfilled the requirements, you can track the status of your driving license on the Absher Platform. A notification will inform you when and where to collect your new Saudi driving license.
